Black is winning, according to the analysis engines Stockfish12 and Komodo11.01.
23.f4!?
This is Stockfish12's choice.
23...g5!?
Good enough, but not the best.
Simple is centralising the king, starting with 23...Kd7, one point being that 24.g5 does not save a pawn, eg 24...hxg5 25.fxg5 Ke6 26.Kf2 Kf5 27.h4 Kg4 etc.
Black can also play 23...Bxa2!? as attempting to trap the bishop with 24.b3 does not work, eg 24...b5 25.Kf2 a5 26.Ke2 a4 27.Kd1 axb3 28.cxb3 c4 etc.
24.f5
This loses, but so does the engines' best try: 24.fxg5 hxg5 25.Kf2 Kd7 26.Nf3 Bxf3 27.Kxf3 Ke6 28.Ke4 a6 (not 28...Kxf6? 29.Kd5 with what seems a draw) 29.a4 b6 30.b3 a5 31.Kd3 Kd5 etc.
24...Kd7 25.a3 Kd6 26.Kf2 Ke5 27.Nf3+ Bxf3 28.Kxf3 b5 29.b3 a5 30.a4 bxa4 31.bxa4 c4 0-1
