I suppose it's reversed and transpositional. You could get a reversed version of anything that involved .. Nf6 and .. e6, so that's Nimzo Indian, Queens Indian, Modern Benoni, Queens Gambit Declined and Accepted, Catalan and no doubt others. Openings with white are perhaps fewer as blocking the Bishop with e3 is less common. There's the Colle, Ninzo-Larsen and Queens Gambit Accepted.

There's a respectable number of games where the position arises, but many of them are online Blitz or Bullet.

Yes, I guess an extra move must be worth something, or at least it would be if Black obliged by playing, for example, 2...c5. However 2.e3 is not without its negative side - as you point out, it blocks the white dark-square bishop.
